In 1994 two benchmarking tools - a peer-review audit and an association operating ratio analysis helped the CEO of the Illinois Home Care Council (IHCC) a 300 member, 3.5 staff organisation in Chicago, Illinois, get the association on course and keep it there. The peer review undertaken by ASAE identified 56 recommendations for action based on 10 key criteria.
