Whenever events with adverse impacts occurred the City of Coral Springs, a US local authority and winner of the 2007 Malcolm Baldrige National Quality Award (Non Profit Sector) launched its Comprehensive Emergency Management Plan (CEMP) to mitigate the adverse impacts.
