Between 2004 - 2009 the Singapore Ministry of Manpower (MOM), a government department responsible for manpower policy who won the 2010 Singapore Quality Award for Business Excellence, actively encouraged staff contributions to organisational improvements through work improvement teams (WIT), interdepartmental collaboration and suggestion scheme.
