In 2007, the City of Irving, a US Municipality, introduced a performance improvement system based on lean Six Sigma (LSS). The programme was managed by a Performance Office and included 5 Black Belts, 31 Green Belts and 15 Yellow Belts. 50 cross-functional teams were also established.
