The Singapore Housing Development Board (HDB) winner of the 1997 Singapore Quality Award for Business Excellence, began its quality circle (QC) activities in 1982. By 1997, the 8500 staff of HDB had been involved in some 641 circles and completed a total of 1,001 projects (1.5 project per circle). Associated annual savings totalled S$8.3 million.
