Tarsus Municipality has undergone a remarkable amount of change following the implementation of the 2014 law when the geographic scope of Tarsus was extended substantially to encompass a large rural area containing 179 villages. Tarsus Municipality has successfully managed this change to continue to build their organisational capability to deal with these challenges. This can be seen through their continually improving set of results. Tarsus Municipality has an impressive culture of continuous improvement that is driven by leaders – including the mayor – and is taken forward by staff at every level of the organisation. Tarsus Municipality is clearly very focussed on the experience of their customers.

Sakarya University (SAU) is a public higher education institution. SAU has 1984 academic staff and 727 administrative staff, containing 17 faculties, 4 schools, 15 vocational schools, 6 institutes and 3 heads of department affiliated to the Rector, with a total of 92,000 students. Since the year 2000, SAU has been continuously developing its capabilities to better serve their students, researchers and even industry at regional and national levels.
